Quota-free entry through training programs

Italy offers a specific immigration channel (under Art 23 of Legislative Decree 286/98) for foreign nationals residing in their home countries who complete vocational and civic-linguistic training programs abroad approved by the Ministry of Labour and Social Policies

Those who complete such programs may enter Italy outside the annual quotas
