1. Vessel Operations

  • Responsible for ensuring the smooth running of MISC-owned/operated vessels for every round voyage. Prepare trade and operational instructions to Ship Masters to ensure they are well informed of the service requirements as per the Operational Manual as well as the Liner Cargo Operations Manual. Communicate regularly with Ship Masters, Agents, and Terminals to keep updated on the vessel's performance in meeting the agreed coastal schedule. Ensure the vessel's operational cost (running cost, bunker, and port cost) is as budgeted to ensure the Business Unit meets its profitability target.
  • Coordinate and process the procurement of bunker requested by the vessels and ensure the supply is available where it is required timely.
  • Endorsed and approved lashing gears requisition based on the vessel's requirement to be processed by the Contracts and Cost Management Unit.
  • Advise Fleet Operations on the correct timing for vessels to undergo dry docking so as not to disrupt trade requirements (peak season).

2. Slot Custodian

Ensure the availability of MISC's slots is guaranteed on vessels at every port. Responsible for buying slots for the service upon Slot Management additional or selling when Slot Management is unable to fully utilize the entitlement allocation.

3. Service Operation's Budget

Plan 1 + 4 years service operations budget. Manage and control yearly service operations budget for port and bunker cost, earning days, charter in/out vessels, slot settlement calculation, fleet composition, vessel cascading and etc, to ensure excellent service operation (schedule integrity) and cost-effectiveness to meet Business Unit profitability target.

4. Terminal Tariff and Shipboard-Related Activities

Together with the LLBU's Contracts and Cost Management Manager, negotiate for the best rate and contract terms and conditions on Terminal Tariff and related Shipboard activities to ensure cost-effectiveness and to safeguard Consortium and/or MISC's interests.

5. Chartering of Vessels

Manage and monitor Charter parties' compliance with the charter agreements and the vessel's operational performance throughout the charter period. Manage the financial aspects of the charter in / out agreements, to ensure accurate and timely payments/settlements.

6. Financial Settlement

  • Responsible for calculating slots sold to fixed purchasers, either on voyage basis advice for prompt settlement. On additional slot purchase or sell on an ad hoc basis, advise the Contracts and Cost Management Manager to instruct the Divisional Controller to raise debit/credit notes accordingly. Or on a contractual basis. Advise LLBU's Divisional Controller to raise debit notes to the creditors. Vice versa, verify invoices of slots purchased by LLBU.
  • At the Consortium level, by rotation basis calculates the monthly slot settlement of Malaysia Domestic Service for partner's payment.
  • Liaise with the Insurance Department in cases when MISC vessels are involved in untoward incidents or default in services which involve heavy claims and penalties to be paid to the partners. Mitigate for minimum claims or lighter penalties.

7. New Service Feasibility Studies

Participate in the feasibility/viability studies on new services to be undertaken by the Business Unit (areas that have not been penetrated) by calculating round voyage days, bunker/port/slot cost or to improve the current products due to unsatisfactory performance i.e regular port congestion which affects schedule reliability and integrity. Submit recommendations for superior reviewing and consideration.

8. Networking

  • Responsible for developing and maintaining professional relationships with Consortium partners, Terminal Operations, agents, and other relevant service providers to facilitate Business Unit service operations activities worldwide. Represent the Business Unit through various meetings and discussions to present and protect MISC's interests.
  • Act as a focal / resource person on matters involving Consortium partnerships in particular to the service operations activities.

Cargo Superintendent

1. Ensure Consortium / MISC-owned and/or operated vessels' day-to-day scheduling are reliable. Schedule integrity is to be adhered to at all times with contingencies plans available for schedule recovery.

2. At times when product schedules fail to meet the target, liaise with relevant parties (Partners, agents, and Business Unit personnel) to inform them of MISC's vessel service failure timely for efficient recovery actions.

3. If Partners vessels encounter service failure seek further information from Partners with regards to recovery action and inform Commercial and agents accordingly.

4. Update both MISC and Partners vessel recovery schedules timely and accurately into the vessel scheduling system to ensure vessel scheduling is current.
