Summary

As a Senior Engineer at Malaysia Rail Link Sdn Bhd (MRL) for over five years, I am responsible for managing the civil and structural aspects of the East Coast Rail Link (ECRL) project, one of the largest infrastructure projects in Malaysia. I oversee the design, construction, and quality control of the rail line, bridges, and stations, ensuring compliance with safety, environmental, and technical standards. I have a strong background in project management and civil structural engineering, with more than 17 years of experience in onshore oil and gas and railway infrastructure projects. Before joining MRL, I worked for the EPCC contractor in onshore oil and gas projects, as well as reputable MNC companies such as Shell Middle Distillate Synthesis (Gas to Liquid -GTL Plant) and Petronas Technical Solution Group, where I gained valuable knowledge and skills in engineering design, project engineering, and refineries. My expertise includes a deep understanding of oil and gas industry standards and specifications, including Shell Design Engineering Practice (DEP) and Petronas Technical Standard (PTS). During my tenure, I had been assigned to the onshore brownfield and greenfield projects such as the EPCC of Plant Rejuvenation Project for Shell Middle Distillate Synthesis, EPCC of Low Linear Density Polyethylene (LLDPE) for Petronas and the EPCC of West Coast Oil Terminal for Petronas Dagangan Berhad. I'm well versed in the FEED and Detail Design for Civil and Structural works such as the underground utilities drawing, design and integrity check on steel and RC structural, pipe rack, deep and shallow foundation design and storage tank for petroleum products design. I hold a Master of Business Administration (MBA) degree from INTI International University, and a Bachelor of Engineering (Civil) degree from University Tun Hussein Onn Malaysia. Senior Project Engineer

Scope of Position:

Assisting the Project Manager in overseeing the overall implementation of East Coast Rail Link (ECRL) Project for Infra and Building, including work planning, budgeting, resources allocation, and project risk control. Monitoring EPCC Contractor's progress and ensuring safety, environmental compliance, and high-quality work. Managing the stakeholder's expectation and hold regular meetings to address project issues. Setting the Project Key Performance Index (KPI) and project goals and having regular discussion with team to achieve the target in every quarter. Coaching and develop Junior Engineers under my supervision for their career development and growth.


Principal Duties:

· Plan, monitor and control the construction progress and implementation of Infra and Building work for ECRL Project. Successfully deliver the beam launching work for the bridges along ECRL Section 2 alignment, ahead schedule without any incident or Loss Time Injury, and compliance with the quality standards.

· Setting and continuous monitoring of individual and project Key Performance Index (KPI), including subordinate KPI's to ensure the project is on track to achieve a final goal.

· Assisting MRL Land Department to accelerate the land acquisition process and leading the negotiations and discussion with the affected landowner.

· As a project focal point of reference for construction planning during the Land Hearing session by State and District Land Office for Kelantan and Terengganu for the official land acquisition process.

· Leading the construction team in implementation of project management activities such as the work planning and scheduling, monitoring and control the project budget and claim by EPCC contractor, resource planning and allocations, updating the risk register and provide the input for the Job Hazard Analysis and work Method Statement.

· Reviewing and approved the planning by EPCC contractor via the Master Implementation Plan (MIP) and Detail Implementation Plan (DIP), as well as the Time Location Chart (TLC) for the execution.

· Checking and verify the monthly progress claim submitted by EPCC Contractor to ensure it tally with the physical progress at site and in accordance with the project contract.

· As a project focal point for any discussion related to the stakeholders such as the state government, public complaint, and the local authority.

· Chairing the Monthly Progress Meeting with the EPCC contractor to discuss the project progress and update and resolve any issues that hold back the project progress.

· Updating the Monthly Progress Report to the Project Manager and Project Director on monthly basis.

· Updating the Design Team on any issue that require their attention during the construction.

· Monitor and control the implementation of ISO quality standard at site (ISO 9001: Quality Management System, ISO 45001: Health and Safety Management System, ISO 14001: Environmental Management System and ISO 37001: Anti Bribery Management System)

· Resource development through continuous training and coaching to Junior Engineers under my supervision.

Senior Civil and Structural Engineer

Scope of Position:

· Conducting design calculations and develop the deliverables for civil and structural for FEED and Detail Design stages of the project.

· Performing the feasibility study and data collections for design development.

· Preparing the input and develop the project management plan.

· Preparing the bill of quantity and estimation for projects for project bidding purpose.

· Preparing the technical proposal and solutions for the plant change that raised by any Petronas Subsidiaries such as Petronas Refineries and Petronas Chemical Plant that related to civil and structural engineering.

· Study the asset integrity assessment in the Petronas plant and providing technical recommendations such as the issue with corrosion on piperack, structural support and equipment support.


Principal Duties:

· Data collection and carry out structural integrity check for steel structural or concrete structural (piperacks/pipe sleepers/equipment and pump foundation) using StaadPro for greenfield and brownfield project (Petronas plant modification or plant rejuvenation project).

· Successfully delivered the EPCC of LLDPE project (Rapid Project Pengerang) for Civil and Strctural detail design phase and construction. Has been appointed as a Lead Civil/Structural Engineer for the project from year 2015 to 2017. Carry out the detail checking and verification of civil and structural design calculations and drawings produced by EPCC contractors ( Samsung Engineering,Seoul,South Korea) and had been assigned to South Korea to oversee the detail design process by EPCC contractor.

· Preparing the civil and structural input for the Invitation to Bid (ITB) document for the FEED of Utilities Gebeng COGEN Expansion Project by PETRONAS Gas Berhad. The deliverables produced for this project are the conceptual drawings for the underground facilities, foundation for Gas Turbine (GTG), boiler foundations, piperack and pipe support, shelter structure to support the overhead crane for GTG equipment and road and drainage design.

· Conducting technical assessment and proposal for the proposal to relocate the existing blastproof building- Centralized Control Room (CCR) at PETRONAS Chemical Labuan Sdn. Bhd. Based on the findings from Process Safety Department, the existing location of CCR is deemed unsafe based on the outcome from Quantitative Risk Analysis (QRA), hence the new location need to be identified.

· Participate and provide inputs for the 3D model review session and inter-discipline check for civil and structural.

· Providing input for the Project Risk Assessment workshop and development of project risk matrix.

· Providing input for Job Hazard Analysis (JHA) and reviewing the Job Method Statement

· Conduct regular discussion and meeting with other discipline, and design cross checking i.e piping P&ID input for pipe support and piperack

· Reviewed and provide the solution for the Technical Inquiry submitted by EPCC contractor for issues related to Civil and Structural design.

· Reviewing the Material Submission proposal submitted by contractors in ensuring the proposed material used is in accordance with the project technical specification.

· Participating in the HAZOP/HAZID session conducted by process and operation team.

· Participating in HSSE toolbox talk and site walkabout during the construction phase

· Providing the inputs for the project lesson learn compilation.

Scope of Position:

Assisting the Project Manager in overseeing the overall implementation of civil and structural related projects and plant change for Shell Middle Distillate Synthesis Plant located in Bintulu, Sarawak Malaysia. The scope of work covers the work planning and scheduling, budgeting allocation and control, resources allocation, risk control as well as the project management of change. Monitor the progress and performance of the EPCC Contractor in delivering the project and ensuring the full compliance in term of safety and environmental aspect, as well as the high standard of quality of work. Managing the stakeholder's expectation and hold regular meetings with them such as the plant Operation Department, and Plant Maintenance Department and other internal and external stakeholders to find the best solution for any issue that arise during the project execution. Setting the Project Key Performance Index (KPI) and project goals and having regular discussion with the Project Manager and project team.

Principal Duties:

· Successfully managed and delivered the EPCC for Site Facilities for Plant Turn Around 2015 project throughout all project management processes element starting from Initiation, planning, execution, monitoring/control up to the closing stage of the project.

· Planning and preparing the yearly CAPEX budgetary plan for the projects, and update the physical progress and financial status on monthly basis via SAP.

· Plan, conduct and managing the procurement and contract for civil and structural projects throughout the project life cycle.

· Preparing the project technical and commercial proposals and presented to the Project Board with the project justification and business case study.

· Conduct the contract and procurement for the work package of the project process by tendering, and award to the subcontractor.

· Preparing the Project Management Plan (PMP) and Project Execution Plan (PEP) for the projects.

· Monthly update the project status to Project Manager and Board via project monthly report.

· Reviewing and approved the Job Hazard Analysis, Risk Assessment Analysis and Job Method Statement for the project.

· Reviewing the Inspection Test Plan (ITP) prepared by the contractor.

· Chairing the Kick of Meeting and project monthly meeting with Contractors/Suppliers.

· Reviewing and approved the progress claim submitted by EPCC Contractors/Suppliers.

· Updating the Project Risk Register

· Reviewing and approved the Civil Structural Engineering deliverables for FEED, and

Detail Engineering Design Stage submitted by EPCC Contractors/Consultants.

· Assessment of plant asset integrity such as the assessment of the pipeline corrosion under insulation(CUI),structural integrity of pump foundation, storage tank and product pipeline.

· Assisting Plant Maintenance team to carry out the Plant Change related to civil, structural and product pipeline work.

· As a Lead Civil and Structural Engineer for the EPCC of Shell MDS Major Plant Rejuvenation Project 2015 . The project was done to improve the plant production and capacity by assessing the aging facilities that need to be changed, replaced or improved.

· Reviewing the detail engineering deliverables prepared by EPCC contractor for the EPCC of new facilities project of new product (SX-80) from Shell Middle Distillate Synthesis plant (Gas to Liquid (GTL) Plant) to jetty (new product pipeline) for civil and structural discipline.
