Roles and Responsibility

1.Strategies, drive and lead procurement activities for projects through strategic integration and optimization of procurement activities in supporting project.
2. Ensuring practice of good governance, effective procurement operations and compliance to PETRONAS’ and regulator's requirements, standards and procedures in order to achieve project
excellence towards maximum value creation.
3. Set the direction for the development of sourcing strategies that meet the project requirements by incorporating the authorities’ requirements, economic conditions and PETRONAS contractual terms
and conditions in ensuring effective project execution and good contractor performance in compliance to established PETRONAS procedures and guidelines.
4. Manage the project contract management activities through strategising interventions, developing supplier relationships, and managing project cost containment for maximum value creation and
optimisation while safeguarding the shareholders’ interest and reputation in compliance to established
PETRONAS procedures and guidelines.
5. Lead the overall procurement performance and excellence by ensuring all procurement activities and stakeholders management are in accordance with standards & policies, development & implementation of procurement improvements/process simplifications efforts leveraging on the industry’s best practices to achieve resource optimization, maximum value impact and procurement excellence.
6. Provide support to project on procurement activities by governing contracting strategies, terms & conditions of contract, bidding and change order processes, technical and commercial evaluation results that helps provide assurance to the internal stakeholders, owners of projects, customers and other business associates. Ensure to safeguard the shareholders interest, reputation and integrity in
the overall procurement process.
7. Lead and drive key stakeholders management (e.g. Federal Ministries, state agencies, and local authorities by strategizing and planning an integrated relationship program as well as regular
engagements to strengthen relationships in managing planned and ad-hoc project requirements in expanding existing opportunities for the Company.
8. Effective management of suppliers/contractors performance through establishment and review of standards and tracking mechanism in evaluating their performance, as well as determining
mitigation/solution measures to address/resolve under performance to ensure uninterrupted project
execution and sustain the reliability of service providers.
9. Ensure delivery of materials and equipment by timely submission of material description for tax exemption application, obtaining quality assurance certification and overseeing logistics arrangement
required for delivery to projects to ensure timeliness and quality compliance of project materials and equipment delivery to locations.
10. Manage the delivery of project items to site/warehouse by complying to the logistic requirements at port of entry (sales tax and import duty), managing timely submission and claim of Bank Guarantees (upon receipt notification from forwarding agent/user on delivery date) and managing transportation to avoid
unnecessary holding and delivery costs.
11. Optimise taxes and duties payable arising from contracts by leveraging and taking advantage of available allowances and waivers on investment tax and stamp duties in minimizing costs related to
project contracts.

1. Prepare, plan and finalize the pre-award activities and documentations i.e. preparing the Overall Contracting Strategy (OCS), tender papers (Tender Plan, Technical & Commercial Evaluation Report, Commercial Evaluation Criteria, Award Recommendation, Invitation to Bid (ITB)) with project team.
2. Lead in the tendering, clarification & evaluation of tenders, contract award negotiation and finalize the documentation of contract agreement in compliance with PETRONAS policies and procedures on
sourcing in deriving the most commercially attractive sourcing packages.

1. Ensure inventory optimization by updating MRP parameter through regular analysis and review of the consumption pattern, forecasted demand and market trend of the materials.
2. Ensure inventory optimization by updating MRP parameter through regular analysis and review of Slow-Moving, Non-Moving and Excess stocks.
3. Ensure that all stock controlling activities are carried out effectively and efficient and replenishment of stock is done in a timely manner.
4. Ensure Warehouse operation such as material receipt, inspection, binning and storage, issuing, scrap disposal and stocktaking are run smoothly.
5. Ensure material preservation programmes as well as review of material specification and material obsolesces are regularly conducted and updated to ensure material reliability.
6. Ensure that safety and security measures of the inventory had been in placed and regularly review and updated the systems and procedures as to oblige to the statutory requirements.
7. Review and take preventive actions for any discrepancy found during audits (self-audit, internal audit and external audit) as to avoid recurrences and improve work process.
8. Perform section’s self audit periodically as to ensure that all procedures and Job Instruction are being adhered to and all records and documents been updated and retained accordingly.
9. Review and update Inventory Management and Warehousing procedures and job Instructions as to continuously improve the work process, to kept abreast with the best practices and methods and in
accordance with company’s policies and objectives.
10. Perform as an expert user on SAP Inventory and Warehousing modules by providing training to subordinates and system users and also assist to troubleshoot on problems encountered by liaising
with SAP Business Support team if necessary.
11.Co-ordinate and consolidate section’s periodic reports for Management’s review.
12. Manage disposal of project exempted surplus and scrap goods post project completion as well as developing and maintaining good professional relationship with MOF, MIDA and Customs agencies to
achieve high procurement operational efficiency and sustain compliance with regulatory procedures, standards and to support PETRONAS Six Key Focus areas (e.g. striking down cost through efficiency simplification).
