Project: Provision of Maintenance, Construction and Modification (MCM) services for Petronas Carigali Sdn Bhd: For package A (offshore-Sarawak Oil)

Contract No: CHO/2016/BIE3/1001

• Establish, manage and maintain Project HSE Management System to ensure its compliance to Client’s HSE Requirements.
• Provide functional support to Project Team during execution phase.
• Establish Project Management Plan, Project HSE Standards & Procedures and HSE bridging documents prior execution, where required; ensuring conformance to the HSE national (OSHA Act 94) and international regulations, HSE standards and industrial best practices to protect life, asset and environment.
• Plan, manage and lead the implementation of Project HSE risk framework (e.g. HAZID, HRA etc) to identify critical areas or high-risk activities during execution phase.
• Develop Hazard and Effect Management Process (HEMP) deliverables for project execution stage, specific performance standards and identify gaps in HEMP implementation.
• Review Contractor’s HSE documents such as Project HSE Plan, HSE procedures, HSE programs, HSE performance, emergency procedure, training plan and risk assessments.
• Plan and lead the engagement with Contractors upon contract award to outline project HSE requirements.
• Focal person Project Management on specific HSE matters.
• Resolve all HSE non-compliance issues.
• Advise and promote HSE programs to include HSE awareness and culture for the project, including contractors.
• Review periodical project progress report related to HSE activities.
• Lead HSE investigation on all accidents, incidents, near miss occurring during project management phase or when managing company assets.
• Conduct HSSE Supervisory Training for team leader and supervisor.
• Develop awareness among employees about the necessity of a safety programmed in their routine activities also to encourage them to take safety as a habit or part of life more than mandatory.
• Conduct PTW Awareness Training with online assessment for all crew
• Conduct Pre-mob briefing prior for major mob.
• Monitor crew mob to offshore attended safety briefing, health checking such as blood pressure check, urine drug and alcohol test for selected crew.
• Communicate with safety officer onsite to ensure they implemented HSE plan at site and advise them anything related to HSSE.
• Prepare Daily/Weekly/Monthly HSSE reports return submission to client and for record keeping.
• Liaise with Local Authority such as DOSH, DOE, AADK on any matter relating to HSSE.
• Attending monthly meeting with client and prepare to present HSSE statistic/performance.
• Prepare accident/incident reports to find out the causes and adopting proper preventive measures (NADOPOD Regulations 24)
• Investigate all accident/incident and near misses for root causes and recommendations to prevent similarities.
• Prepare activity risk assessment, job hazard analysis and work method statement to all jobs before the start of any job with Project Management Team.
• Provide HSSE Orientation (on-boarding system) for new comer/worker and supervisor.

Project: ASEAN Bridge, Upper Lanang Bridge, Bawang Asan Bridge.

• Provide advice on measure to secure the safety and health of employees, and assist in organizing Occupational Safety and Health programs.
• Inspect the workplace, and take part in inspection carried out by management.
• Investigate serious accidents, dangerous occurrences and occupational diseases.
• Assist supervisors in investigating accidents, check their reports and risk control measures implemented.
• Keep statistics on accidents, disease and dangerous occurrences at the place of work.
• Act as secretary to the safety and health committee.
• Implement occupational health and safety policy and proce§ Provide safety induction, toolbox meeting, safety briefing and other safety training.
• Analyze and Submit HSE statistic and safety report.
• Review all available health and safety information relevant to the hazards (for example, information from supplier of plant, material/chemical safety data sheet, labels, and previous incident, injury or illness reports).
• Identify any records necessary to be kept to ensure that the risks are eliminated or controlled (including how long they should be kept.
• Carry out daily safety inspection to identify unsafe condition, unsafe practices, unsafe equipment’s and tools.
• Prepared and advise Supervisor on job hazard analysis before they submit permit to work.
• Ensure all the lifting equipment, tools and shackles are inspected and checked.
• Motivates employees to enable the implementation of Company HSE Policy, roles and responsibilities in achieving conformance with the Environment Policy and with the requirements of Environment Management System (EMS).dure.
