• Led, coordinated and managed a team of multi-disciplinary (Rotating, Static, Piping, MCI, Process, HSE, Instrument, PSM, Marine, Electrical) auditors to execute plus deliver the OSR Tier-2 Assurance Program.
• OSR Tier-2 is a program owned and managed by Petronas MPM in adhering to DOSH Malaysia compliance requirement prior to DOSH OSR Tier-3 assessment.
• Auditees comprised of PAC operating in Malaysia Waters such as Exxon Mobil, Petronas Carigali, Conoco Phillips, PTTEP, Petronas Floating LNG, Jadestone Energy, etc.
• Collaborated with cross-functional teams (Gap Closure team, Operational Excellence team, Asset Life Extension team, etc.) to ensure seamless integration of the audit findings and execution of the audit programs.
• Contributed to the development of overall strategic plans, aligning program objectives with organizational goals, deliberated the audit findings, presented comprehensive outcome, way-forward & take-away to all key stakeholders (Petronas MPM management, PACs, Technical Authorities, etc.)
• Optimized resource allocation, leading to more efficient project management and reduced costs (developed and trained internal resources as auditors) while program completion within time and in safe manner.
• Audit and assurance coverage inclusive of all disciplinary asset integrity, SCE PS execution, hard barrier & soft barrier assessment, Management Assurance (PSM/OSRMS/AIRMS) implementation.
• Developed the Terms of Reference (TOR) for the overall assurance scope, objectives, deliverables, success criteria, milestones and etc. via the Assurance Plan Memoranda (APM).
• Coached junior executives, fostering a supportive learning environment and promoting professional growth by mentoring informally and via on-the-job training.
• Shared knowledge and assurance program closure through documentation management of technical processes, audit documents, kick-off and exit meetings, audit memoranda, final report thus creating a valuable resource library for future reference.
• Improved the overall program by reviewing and feeding inputs to the newly revised OSR Tier-2 Guideline for further enhancement towards Operational Excellence.

• Lead and responsible for overall delivery of:

1. SCE Development Projects for Petronas Carigali PMA offshore assets. Offshore field covered inclusive of Bekok A, B & C.

2. FMEA, ERS Study and Development for MRCSB Phase 4 onshore assets.

3. ECA (Equipment Criticality Analysis) Study for all Petronas Carigali PMA onshore and offshore assets. Offshore fields covered inclusive of Dulang, Duyong, Tangga Barat, Bekok-C, Tiong, Bekok-A/B, Ledang, Angsi and Besar while onshore terminals covered inclusive of TGAST, OSC, TCOT and OGT.

• Scope inclusive of:

1. Pre-workshop and challenge session preparations as well as heading the role of Lead Facilitator and double hatting the role of TP Instrument Engineer.

2. For the overall FMEA, ERS workshops; ECA workshops plus prepared and responsible for the post-workshops close out report.

• Lead and responsible for overall continuous availability and reliability of Instrument, Control, Metering, Meteorological & Telecommunication Systems.
• Develop, maintain and execute the overall instrument maintenance activities for the 52 Week Plan (inclusive of Turnaround / Planned Shutdown). Intensive preparations & sound implementation plus collaboration with offshore maintenance team as per the IAP (Integrated Activity Planning) master plan.
• Develop instrument maintenance contracts inclusive of preparations for the scope of work & supply, tendering plan & process, technical clarification & evaluation, commercial negotiation for cost optimization, stakeholders’ approval and subsequently managing the contracts’ service orders & purchase orders upon receiving award recommendation. The contract holder for several and various maintenance services contracts worth up to USD 50 – 460 thousand.
• Prepare the Work Program & Budget (WPB) which covers the annual and 5-year look ahead budget recommendations for all the Instrument, Control, Metering, Meteorological & Telecommunication Systems PM & CM (Preventive Maintenance & Corrective Maintenance) plus materials and services deployment through out Turnaround and Planned Shutdown.
• Monthly review and update of the Value of Work Done (VOWD) for all the instrument related systems, packages & activities as per the actual execution inclusive of the expected month end foreseen finished work and activities.
• Carry out feasibility studies, propose and review technical justifications for various equipment and systems to recommend solutions/improvements/modifications to increase the equipment’s availability, reliability, efficiency and ensure the implementations are compatible with the existing systems. Highly involve with MOC (Management of Change) initiation, implementation, closure and normalization.

• Lead and responsible for overall delivery of the Sepat SCE & Bokor SCE project execution and framework. Drive the end-to-end project delivery up to Go-Live in the SAP System for CMMS Team to generate work order by ensuring the upload template readiness of the PS SCE GTL & MPLAN, PM SCE GTL & MPLAN and PM Non-SCE GTL & MPLAN. Manage and coordinate with each discipline lead for the overall deliverables of the SCE framework package. Facilitate all workshops such as SCE Identification, Performance Standard Development, PS & PM Integration, Equipment Grouping & Packaging and etc.
• On top of the Lead Engineer role, been accorded as well a double-hatting role as the Senior Instrument Engineer for the Sepat SCE & Bokor SCE project execution. Prepare and review overall Instrument related deliverables under the SCE project for the Petronas Carigali Sdn Bhd, PMA Sepat facilities and Petronas Carigali Sdn Bhd SKO Bokor facilities.
• Both separate facilities covered are Sepat FSO (Floating Storage & Offloading) floaters and Sepat WHSS (Wellhead Support Structure). And for SKO Bokor are Bokor Production Platform (BOP-A), Bokor Compression Platform (BOK-A), Bokor Drilling A Platform (BOD-A), Bokor Drilling B Platform (BOD-B) & Bokor Drilling C Platform (BOD-C).
• This includes Asset Register verification, SCE List verification, SCE-FL classification, Data Collection population, site-specific Performance Standard template development, review and Long Text preparation, MIC (Master Inspection Criteria) preparation and Performance Standard Workshop management and coordination.
• Equipment class & type identification and segregation, PM Task List review and development, GTL (General Task List) and MPLAN (Maintenance Plan) naming convention, GTL and MPLAN development and MPLAN Packaging Workshop involvement.

• Prepare and review overall Instrument related deliverables for the onshore Petronas Gas Berhad (PGB) facilities for Safety Critical Element Management Execution Excellent Solutions (SCE-MEES) project.
• This includes Asset Register verification, SCE List verification, SCE-FL classification, Data Collection population, site-specific Performance Standard template development, review and Long Text preparation, MIC (Master Inspection Criteria) preparation and Performance Standard Workshop management and coordination.
