My objective is to continue working in a position that will enable me to integrate strategic intent and operational excellence of a property company by applying my talents and 30 years of work experience in various property sectors within the Johor Corporation group of companies.

Abdul Malek Talib holds a Bachelor Degree in Civil Engineering from Michigan State University, the USA (1984) and a Master in Business Administration from Henley Management College, UK (2006). He is also a qualified Professional Engineer registered under the Board of Engineers Malaysia. He worked in Johor Corporation for 30 years commencing his career as a Civil Engineer in 1985. Later he holds senior positions within the group such as Executive Director of Johor Land Berhad, Managing Director of Damansara Assets Sdn. Bhd. and Vice President of KPJ Healthcare Berhad before venturing out, in 2015.

  • I was transferred to KPJ Healthcare Berhad the leader in private healthcare having 25 specialist hospitals
  • To maintain its leadership status, KP] needs to continue building new hospitals and expand the overcrowded ones
  • The construction cost had been going up in keeping with new technology and higher quality standards
  • It had become a big challenge for the project manager to come up with a financially viable private hospital at the very outset of the project that has caused delays and backlogs
  • I shifted the project management style to a team-based approach applying creative value engineering to cut cost albeit huge site constraints yet conforming to the Ministry of Health quality standards and patient functional therapeutic ambience
  • We determine to the reduction in cost and shorter design cycle and able to roll out five hospital expansion projects i.e
  • RM 65 million Seremban, RM 63 million Puteri, RMI21 million Ampang
  • RM 72 million Penang, RM 6 million Johor and two new hospital projects i.e
  • RM 150 million Dato Onn and RM 40 million Perlis in such a short period
  • While rolling out the new contract, we had abo completed five undergoing projects i.e
  • RM 133 million Sabah, RM 41 million Muar, RM 14 million Tawakal Health Centre, RM 49 KPJUC hostel and RM 4 million Pharmaserve building

Engineer

  • I started my career as an engineer in the project team to develop 7,100 acres of Pasir Gudang integrated industrial town
  • The township was designed by Nikken Sekki from Japan focused on environmental and economic sustainability, functionality and visionary appeal in meeting stakeholder needs
  • Pasir Gudang was an important part of the Johor state industrialization master plan and its success has led to the planning of another 4,000 acres of an industrial park at Tanjung Langsat
  • I was responsible to carry out detailed planning, designing and budgeting for the infrastructure works guided by Nikken Sekki concept plan
  • I also gave briefings to foreign investors from all over to convince them that we were capable of tailormade the groundworks to suit their investment needs
  • One of my early achievements was to complete the construction of 240 acres of Johor Racing Circuit within a year for the motorcycle Grand Prix in 1986 in conjunction with the Sultan of Johor birthday celebration
  • The 8.1 km circuit met the stringent requirements from Federation Internationale De' Lautomobile of France the certifying body for the race

  • In 2008, essentially a property management company managing properties within JCorp groups such as Kotaraya, Komtar, Menara Ansar and Larkin Sentral in Johor and Pusat Bandar Damansara in Kuala Lumpur
  • I made a major transformation to the company by moving into commercial property development tapping into JCop vast land banks
  • I completed new development of RM 35 million @MART community supermarkets, RM 20 million KFC's college and refurbishment of RM32 million Kotaraya
  • In addition to that was the redevelopment of RM340 KOMTAR that is now known as JBCC
  • The key decision to the project was to demolish the old commercial podium that was very popular in the '70s and ‘80s to pave way for a new shopping centre, a new office tower and a new hotel block
  • Although new to retail property, as owner, I requested the architect to make the internal retail layout plan of the shopping centre following the concept of Toronto Eaton Centre, Canada gave it similarity to JBCC having extensive transit access, its downtown location and tourist traffic from Singapore
  • Eaton Centre is North America's busiest mall and the retail design was considered revolutionary and influenced others
  • These new commercial buildings have been subsequently injected into the Al-Salam REIT in 2015 proving that commercial development projects were viable
  • Damansara Assets now have become a full pledge commercial property company transforming from a mere property management company

  • I was transferred to Johor Land Bhd
  • In September 1994 initially to lead a task force for the company to achieve listing status by 1996
  • It was in tandem with JCorp corporate planning to list its subsidiaries i.e
  • KPJ Healthcare Bhd
  • To be listed in 1994 and Sindora Bhd
  • To be listed in 1995
  • As Johor Land was relatively a new outfit we had to start from scratch to meet all the required listing numbers; enlarging the paid-up capital, injecting necessary land bank, valuation works, getting the accountant approval for project planning and budgeting, relying heavily on future income to balance between price-earnings ratio and issued price to make sure Johor Land listing prospectus be accepted by the investors
  • Finally, the hard works paid off when Johor Land was listed on 31 December 1996 the last day to meet our target
  • At Johor Land I planned and developed among others 156 acres Taman Cendana, 248 acres Taman Mawar and 417 acres Taman Bukit Dahlia in Pasir Gudang
  • Taman Bukit Dahlia is well known as the most affluent neighbourhood within the Pasir Gudang areas
  • Besides Pasir Gudang, Johor land also acquired 1,300 acres of land in Uu Tiram for the development of Bandar Tiram
  • The master plan for Bandar Tiram was designed by the reputable Japanese architect-planner Kenzo Tange in 1997 emphasizing Urban Structure symbolizing mobility, Linear Civic Axis symbolizing open structure and Metabolic Cycle symbolizing future growth and regeneration
  • I work closely with the design team unfortunately the project did not take off the ground due to the prevailing economic crisis at that time
  • With the success in Pasir Gudang, Johor land was ready to move to Johor Bahru
  • In 2004, I structured the land purchase of 1,474 acres Bandar Dato' Onn from JCorp using CULS
  • I direct the concept planning works for the new township targeting the middle to the upper market segment of Johor Bahru conurbation by incorporating Kenzo Tange ideals that we had learned before
  • I was also personally responsible to get the approval for the strategic road connection to the North-south Highway from the Works Minister in 2006
  • Without it, Bandar Dato' Onn will not be accessible by any major road
  • The success of Bandar Dato Onn has positioned Johor Land as one of the leading developers in Johor despite being a GLC

  • I was transferred to lead a construction company Pembinaan Prefab Sdn
  • Bhd
  • Having about 120 staff
  • The task was to complete the remaining 3,000 units of precast flat in Tampoi
  • The project was started in 1984 using technology and management from Ando Construction, Japan as part of the joint venture agreement
  • However, by 1992 I led the project completely with local engineers without the Japanese team after the 100% buy over the deal
  • A precast housing casting yard requires a concrete batching plant for internal consumption
  • Pembinaan Prefab batching plant was the first in Johor Bahru
  • I took the initiative to utilize the ready mixed operation for outside businesses by tripling the number of ready-mixed lorries and adding a new batching plant in Pasir Gudang to serve the new market segment at that time
  • The designed concrete mixed gave us high-cost savings over typical 1:2:4 nominal mixed

  • As Pasir Gudang was a new industrial town, JCorp had developed more than 2,000 units of rental flats
  • I had made significant improvements on rental collection by upgrading to computerize rental system and giving better services to the mostly blue-collar tenants

  • I was appointed as Secretary to the EXCO, the management highest decision-making body chaired by the Johor Corporation CEO
  • At that time JCorp major project was to redevelop the 10 acres Kampong Pahang to turn into a commercial hub comprising of a shopping centre, a hotel and office buildings known as Kotaraya
  • The CEO needs someone with an engineering background to assist him and had chosen me out of 20 of my engineering colleagues in JCorp
  • Realizing JCorp substantial roles in the Johor property, I proposed for the JCorp's Operation Division to be restructured and specialized into three specific areas of property ie
  • Industrial land development, residential and township development and commercial property to be focused on by separate companies
  • The restructuring was soon implemented and is being practised till today
